Black Circle Boys is a taut and compelling drama about one young man's struggle to overcome the tragic loss of his friend.

Constructing this film through random scenes, director Harmony Korine abruptly jettisoned any sort of narrative plot, so here we go: Solomon and Tummler are two bored teenage boys who live in Xenia, Ohio. A few years ago, a tornado swept through it, destroying more than half the town and killing the same amount, including Solomon's father. The film, from there, chronicles the anti-social adventures these two boys have. These include sniffing glue, killing cats, having sex, riding dirtbikes, listening to black metal, and meeting a cavalcade of quirky, bizarre, and scary people. These include a man who pimps his mentally ill wife to our anti-heroes, three sisters who play with their cat and practice becoming strippers, a black midget fending off the sexual advances of a troubled man (played by the director Harmony Korine), a 12-year-old gay transvestite who is also a cat killer, Solomon's mother who seems to be the only glimpse of sanity, two foul-mouthed six-year olds, and most importantly, a nymphlike skateboarder who walks around town wearing pink rabbit ears.

Josh, (Scott) a college student on a scholarship, gets taught the about crazy nightlife of being in college by his unreliable roommate Cooper (Gosselaar) and fails his midterms due to being unprepared. With Cooper's father no longer willing to pay his son's way through college, and Josh needing to keep up his grades or risk losing his scholarship, the two learn of a hidden clause in the school's rules that basically says "if your roommate commits suicide, you get straight A's." Since neither are willing to do so, they instead decide to invite a suicidal colleague in. - and push him over the edge.

Once having tried to commit suicide and a resulting chronic back injury are the reasons she will never be promoted, the position of Commanding Officer, of which she is acting, having been vacant for some time. Hazel self-medicates to dull the emotional and physical pain. Relatively young and inexperienced but enthusiastic Ben Wingate transferring from the Toronto Police Department to join her and the only other detective, Ray Green, coincides with the first homicide in Fort Dundas in four years, the victim aged Delia Chandler, a friend of Hazel's mother, retired judge Emily Micallef with who single Hazel lives. Delia's throat was slit, but the coroner is able to determine that the murderer posed Delia's mouth post-mortem, with the time for rigor mortis to set in meaning that he/she had to hold the mouth in place for upwards of an hour. With two subsequent murders in nearby communities with similar oral contortions leads to Hazel believing they are dealing with a serial killer who did not want to be caught, the reason for committing the murders in different jurisdictions. Ben is able to discover that there have been similar murders across the country. With some emerging evidence, Hazel consults Catholic priest Father Price, further leading to the thought that the killer is working on a ritualistic religious mission with more victims to come. With Hazel's own history and situation, it becomes a personal matter between her and the killer, arguably more for the killer than for Hazel herself.
