This horror/action-adventure film from director Gerard McMurray serves as a prequel that recounts events that led up to the first Purge event. To push the crime rate below one percent for the rest of the year, the New Founding Fathers of America (NFFA) test a sociological theory that vents aggression for one night in one isolated community.

Forty-six year old Reverend Ernst Toller is the pastor at the historic First Reformed Church in upstate New York. It is seen as the "tourist" church or the "souvenir shop" (its historical significance partly it being a stop on the underground railroad before the slaves crossed into Canada) by Abundant Life, which owns the church and which operates a modern self-named five thousand seat church overseen by Reverend Joel Jeffers. First Reformed is celebrating its two hundred fiftieth anniversary this year, for which a major event is planned, modest in size only at First Reformed itself although the dignitaries like the governor and mayor will be at attendance there, while the event will be simulcast at Abundant Life. Most of the speech-making will be done by local industrialist Ed Balq, a major benefactor of Abundant Life and who is the major donor for the necessary upgrades at First Reformed to be able to hold the event there, and for the event itself, while Toller's participation will be minimal beyond the introductory sermon. First Reformed is generally a sparsely attended church meaning that Toller doesn't have to do much direct ministering, although he does have the stock answers when asked how God factors into this or that situation in one's life. Toller himself has long been divorced, his marriage which could not survive the death of their son, Joseph, in war. Because of that history, Toller believes he is incapable of human love, despite a brief relationship with Esther, the choir mistress at Abundant Life, she who is arguably still in love with him. Toller is neglecting the warning signs about his poor health, the symptoms pointing to a probable diagnosis of stomach cancer, which is only exacerbated by his largely liquid (i.e. alcohol) diet. Toller is already examining his life and work in writing a daily journal for a year, that journal which he intends no one ever to read, but these issues in Toller's life become more pointed when a new pregnant congregant, Mary, asks him to speak to her husband Michael, who Toller will learn is an environmentalist concerned about bringing another human life into what he already sees as a world doomed because of man's role in climate change.

In discovering her father's electric toy trains which she wants to have operational for Christmas for Paul, Danielle reconnects with her high school acquaintance, Kevin Vaughn, the owner/operator of the town's hobby shop, he an all 'round fix-it guy. In connecting, they decide to try and locate the North Pole Express and if they can find it if it can be resurrected for the Festival. While they do locate the equipment, it will take what Kevin considers a Christmas miracle for it to be up and running for the Festival, especially as no one makes parts for it anymore. In the process, Danielle and Kevin start to fall for each other. Merry Griffin is a relationship expert whose blog, which espouses her checklist of dating rules, has a substantial following. In this approach to Christmas, the book is being edited by her best friend, Darlene Walters, for Littlefield, the boutique Boston publishing house where she works as a junior editor, it ready to hit the store shelves in time for next Christmas. The problem is is that Dale is not actually her Mr. Right, but someone she encountered briefly in a coffee shop as he was waiting for a blind date, he solely the inspiration for Merry's fantasy love life, something that Darlene knows, but which they learn Darlene's boss, publisher Sonia Hendricks, would have issue with in the reality being what makes Merry's manuscript stand out from the pack. As Darlene and Merry head to Darlene's hometown of Snowbridge, VT for the Christmas holidays to strategize about how they will deal with this problem which was unintentional in Merry just wanting to help people with the book, Sonia beats them to the punch when she tracks them down in Snowbridge in discovering that Dale is not real. As this book could make or break the company which also means Darlene's job, Sonia provides an ultimatum for Merry to come up with another solid book idea before she leaves town just prior to the 25th. What happens with the book and thus Merry's writing career is affected by whether she is able to demonstrate that her rules do lead to a love life, especially as they apply to herself. There are seemingly two potential men that could fill the void as that Mr. Right for Merry, each who has an issue in filling that void. The first is New York restaurateur James Smith, who happens to be Darlene's ex-boyfriend for who Darlene does not want to admit she still has feelings, despite his actions toward Merry. And the second is Darlene's brother, Adam Walters who unexpectedly came back to Snowbridge having long worked overseas doing charity aide work, the latest post in the jungles of Guatemala, while he figured out what he wanted to do with his life. His surprise visit is in part to make a geographic split with his now ex-girlfriend Julie and in part to make that declaration of his professional future: wanting to take over the family business, Walters Gift Shop and Tree Lot, he who would be the fourth generation of Walters to run it. That declaration surprises his and Darlene's parents, as he had never made any indication of wanting to do so before now. The primary issues with Adam and Merry are that they had a mutual attraction in their one and only encounter ten years ago which led to nothing for various reasons, but more importantly that Adam does not believe in any of the checklist items about which Merry writes.
