A Hong Kong fashion designer (Jean Claude Van Damme, if you can believe that billing) who had previously been involved in knock offs of major label merchandise, such as "Pumma" running shoes, attempts to go straight with the help of his new partner (Rob Schneider), who is secretly an undercover CIA agent involved in an investigation of the black market. Their main product, jeans, is involved in the knock offs, which brings a representative (Lela Rochon) of the American company to investigate. Paul Sorvino also appears as the head of the CIA operation in Hong Kong. However, just as Schneider is not as he initially seems, everyone in the film switches roles by film's end.

Van Damme plays Rudy whose father, Oscar is an archaeologist. His father goes to Israel. When his father disappears, he goes to Israel to find him. The chief of police claims that his father never entered the country, but an old friend of his father's was expecting him and before he could tell him more, some people start shooting at them. He manages to get away, and when he goes back to the police chief, he still refuses to believe that a crime has been committed. He then has Rudy deported, but Rudy convinces the police woman assigned to bring him to the airport not to and help him find his father.

Mercenary John Seeger is one of the best in the business. John goes back to the U.S.A. and goes to the home of Radio's wife Shondra, tells her the news, and then promises her that he'll take care of her and her son Eddie. But shortly after he makes that vow, Shondra and Eddie get kidnapped. They were kidnapped by a CIA faction led by CIA dirty deeds man John Dresham and his boss, CIA Black Ops producer Anthony Chapel, who want to force John into doing a mission for them. Kamal Dasan, the son of prominent gun runner Ahmet Dasan, has been arrested and thrown into the Randveld Prison outside of Cape Town, South Africa, and Chapel tells John that John must go there and break Kamal out of prison if John wants to see Shondra and Eddie alive again. What they don't tell John is that there's an ulterior motive at work, and that they intend to use John as a patsy in their plan to rip off a highly secured African bank, and they don't care who gets killed in the process. And it turns out that the whole thing on Galmoral Island was a screw-job engineered by Dresham and Chapel. After John and his crew break Kamal out and stop the robbery at the bank, John sets out to rescue Shondra and Eddie from Dresham and Chapel.
